According to the reports, although the average house price growth was nominally lower during 2013 than it was in 2012, the housing market is still moving in the right direction and prices are on an upward trend. Although Elsa Strydom, an official in the National Treasury unit for Public Private Partnerships confirmed that the “Tshwane House” project to build a multibillion rand new headquarters in May next year is at the stage of final negotiations, Leon Claassen, analyst at Ratings Afrika fears that the City Municipality might end up in a financial risk.
